We conduct a randomized experiment among women in urban Sri Lanka to measure the impact of the most commonly used business training course in developing countries, the Start-and- Improve Your Business (SIYB) program. We work with two representative groups of women: random sample of women operating subsistence enterprises and a random sample of women who are out of the labor force but interested in starting a business. We track impacts of two treatments – training only and training plus a cash grant – over two years with four follow-up surveys and find that the short- and medium-term impacts differ. For women already in business, training alone leads to some changes in business practices but has no impact on business profits, sales or capital stock. In contrast the combination of training and a grant leads to large and significant improvements in business profitability in the first eight months, but this impact dissipates in the second year. For women interested in starting enterprises, we find that business training speeds up entry but leads to no increase in net business ownership by our final survey round. Both profitability and business practices of the new entrants are increased by training, suggesting training may be more effective for new owners than for existing businesses. We also find that the two treatments have selection effects, leading to entrants being less analytically skilled and poorer

Behind the GATE Experiment: Evidence on Effects of and Rationales for Subsidized Entrepreneurship Training

    Get PDF
Various theories of market failures and targeting motivate the promotion of entrepreneurship training programs throughout the world. Using data from the largest randomized control trial ever conducted on entrepreneurship training, we examine the validity of such motivations and find that training does not have strong effects (in either relative or absolute terms) on those most likely to face credit or human capital constraints, or labor market discrimination. On the other hand, training does have a relatively strong short-run effect on business ownership for those unemployed at baseline, but not at other horizons or for other outcomes. On average, training increases short-run business ownership and employment, but there is no evidence of broader or longer-run effects on business ownership, business performance or broader outcomes.

This report seeks to answer the question "How is business training being delivered to artist across the U.S.?" Artists need to proactively manage the business side of their creative practice, often approaching their practice as an entrepreneurial endeavor, particularly as public funding for the arts has declined and funding for individual artists is especially difficult to find. To support their efforts, state and local agencies, artist services organizations, universities and others are providing training, resources, and technical services directly to artists. We have identified 163 programs or services offered by 79 different organizations or individuals that provide arts business training or resources of various types to individual artists and the leaders of small arts organizations

The Rural Outreach Programs and Education (ROPE) is designed to strengthen community and small business competitiveness. It is a multi-pronged business development effort to support economic stability and capacity-building in Southeast Alaska. The program will bring together different entities across the state in a collaborative effort, so the program recipients will have increased levels of technical assistance, training, and communication. One component in this process was to conduct a phone survey of businesses in Southeast Alaska. The survey was designed to determine the specific training and assistance needs of participating communities in Southeast Alaska. By focusing on 13 specific communities and gathering extensive information on each one, ROPE will offer targeted training and workshops, one-on-one confidential counseling, need-specific consultants and seminars, and business training. In May and June of 2008, 128 structured interviews were completed in the 13 communities. The majority of these interviews—88—were with businesses in the private sector, and the remaining 40 were with non-profit, tribal, or municipal organizations. Businesses were asked detailed questions about employees, customers, business expenses, and start-up costs and experiences. The questionnaire was designed to gather information about where employees were from, where customers were from, and the percentage of sales that were to local versus non-local customers. Both businesses and organizations were asked about training they felt would be beneficial and to offer advice to organizations trying to help businesses in Southeast.Alaska Small Business Development Cente

Apprenticeship Training and the Business Cycle

    Get PDF
Dual apprenticeship training is a market-driven form of education at the upper secondary level, taking place in firms as well as in vocational schools. So far, little is known about the impact of the business cycle on the number of apprenticeship programs offered by firms. Using panel-data of Swiss cantons from 1988-2004, we find that the influence of the business cycle is statistically significant, but small in size. Instead, supply of apprenticeship programs is driven to a much greater extent by demographic change. Conversely, the number of first-year high school students is not affected by the business cycle. We find, however, that enrollment increases if the population at age 16 grows, but access to high schools does not become more restricted in times of negative growth.apprenticeship training, business cycle, high school enrollment
